This rule is a catch all rule that detects when an application is exceeding the system wide resource limits defined in /etc/ /etc/security/limits.conf and/or /etc/security/limits.d/. This is not being blocked by ASL, the kernel is only reporting the condition. It can be indicative of an attempt to create a resource denial of service condition, or of a misconfigured application.
